2013年，光伏產(chǎn)業(yè)在艱難中前行，光電轉(zhuǎn)換效率不斷提升，歐美“雙反”塵埃落定，國(guó)務(wù)院于2013年7月15日及時(shí)下發(fā)了《關(guān)于促進(jìn)光伏產(chǎn)業(yè)健康發(fā)展的若干意見(jiàn)》（國(guó)發(fā)〔2013〕24號(hào)，以下簡(jiǎn)稱(chēng)《意見(jiàn)》）?！兑庖?jiàn)》主要從擴(kuò)大國(guó)內(nèi)市場(chǎng)需求、優(yōu)化產(chǎn)業(yè)結(jié)構(gòu)、完善產(chǎn)業(yè)支持政策等角度推出了支持和促進(jìn)光伏產(chǎn)業(yè)健康發(fā)展的政策。隨后，國(guó)家發(fā)改委以特急文件發(fā)布了“國(guó)家發(fā)展改革委關(guān)于發(fā)揮價(jià)格杠桿作用促進(jìn)光伏產(chǎn)業(yè)健康發(fā)展的通知”。這些宏觀利好讓我們看到了未來(lái)發(fā)展的希望，隨著電價(jià)、補(bǔ)貼標(biāo)準(zhǔn)，稅收、土地、銀行政策及并網(wǎng)細(xì)則等后續(xù)政策的不斷出臺(tái)，我國(guó)光伏產(chǎn)業(yè)必將迎來(lái)新一輪發(fā)展期，光伏電站勢(shì)必迎來(lái)全新的建設(shè)期，而對(duì)如何保障光伏電站的最大化收益，即光伏電站的高品質(zhì)運(yùn)行和低成本維護(hù)也就成為電站投資者關(guān)注的話題了。

In 2013, PV industry was in hard environment that PV conversion efficiency was improving, Europe & US “double against" settled and "about promoting the healthy development of photovoltaic industry several opinions ([2013] no. 24, hereinafter referred as" opinions ") issued by the state council on July 15, 2013. The "Opinion" introduced policies to support and promote the healthy development of the photovoltaic industry mainly from expanding the domestic market demand, optimizing the industrial structure, improving industrial support policies. Later, the national development and reform commission issued "the national development and reform commission about play a role of price lever to promote the healthy development of photovoltaic industry notification". The macro news made us to see the hope for the future development. As the electricity price, subsidies standards, taxation, land, policy bank and grid conditions subsequent policies introduced gradually, the photovoltaic industry will usher in a new round of development in our country, the photovoltaic power station is bound to usher in a new construction, and to maximize the benefits of assuring the photovoltaic power station, the photovoltaic power station running of high quality and low cost of maintenance has become topic for investors focused on the power station.

本次論壇將針對(duì)光伏電站信息上報(bào)、電價(jià)附加資金補(bǔ)助，設(shè)計(jì)、建設(shè)、運(yùn)維現(xiàn)狀及發(fā)展趨勢(shì)進(jìn)行深入解讀，內(nèi)容涉及已建電站運(yùn)維經(jīng)驗(yàn)分享、光伏發(fā)電功率預(yù)測(cè)、智能化監(jiān)控、生產(chǎn)管理、行業(yè)技術(shù)發(fā)展展望、補(bǔ)貼政策等內(nèi)容。

The BBS will further study the power station information report, additional funding for photovoltaic, electricity price, design, construction and O&M situation and development. Content involves experience sharing for built power plant O&M, photovoltaic power prediction, intelligent monitoring technology, production management, industry development prospects, the subsidy policy, etc.

回顧十年來(lái)光伏的起起落落，很有必要在這具有轉(zhuǎn)折意義的時(shí)刻，認(rèn)真總結(jié)和回顧光伏產(chǎn)業(yè)和技術(shù)所走過(guò)的路，以期對(duì)未來(lái)的發(fā)展做出更為準(zhǔn)確的把握和判斷。此次論壇我們將特別邀請(qǐng)光伏發(fā)電投資單位、建設(shè)單位、咨詢(xún)單位、設(shè)計(jì)單位、項(xiàng)目主單位等的決策層及相關(guān)國(guó)內(nèi)外行業(yè)組織的技術(shù)、信息、安全管理實(shí)施專(zhuān)家都將參與活動(dòng)，并在現(xiàn)場(chǎng)進(jìn)行分享討論！

Review for ten years the ups and downs of PV, it is necessary at this time of transition significance to sum up and review of PV industry and technology carefully in order to make more accurate grasp and judgment of future development. We will specially invite photovoltaic investment companies, construction companies, consulting companies, design companies, project decision-making companies and related industry such as the main unit organization technology, information, safety management implementation experts to participate in activities, discuss and share.
